Negative taken of dinner for Clarence Byrns in Ozark on January 21, 1960. Clarence Byrns of Fort Smith, Sebastian County, Arkansas was the editor of the Fort Smith Southwest-Times Record. He was called the Father of the Arkansas River Project, because of his editorials for four decades promoting navigation on the Arkansas River and the control of flooding. Jeta Taylor of Ozark, Franklin County, Arkansas who was President of the Arkansas Basin Association is pictured with his son and Clarence Byrns at the dinner.
